Tempus is the European Union’s programme which supports the modernisation of higher education in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects.

It also aims to promote voluntary convergence of Partner Country higher education systems with EU developments in the field of higher education such as the Lisbon agenda and the Bologna process . In addition to institutional cooperation Tempus also promotes a "people to people" approach.

 Bologna Process

The purpose of the Bologna Process is to create the European Higher Education Area by making academic degree standards and quality assurance standards more comparable and compatible throughout Europe

In many respects, the Bologna Process has been revolutionary for cooperation in European higher education. Four education ministers participating in the celebration of the 800th anniversary of the University of Paris (Sorbonne Joint Declaration, 1998) shared the view that the segmentation of the European higher education sector in Europe was outdated and harmful. The decision to engage in a voluntary process to create the European Higher Education Area (EHEA) was formalized one year later in Bologna, by 30 countries (The Bologna Declaration, 1999). It is now apparent that this was a unique undertaking as the process today includes no fewer than 47 participating countries, out of the 49 countries that have ratified the European Cultural Convention of the Council of Europe (1954).

At its inception, the Bologna Process was meant to stregthen the competitiveness and attractiveness of the European higher education and to foster student mobility and employability through the introduction of a system based on undergraduate and postgraduate studies with easily readable programmes and degrees. Quality assurance has played an important role from the outset, too. However, the various ministerial meetings since 1999 have broadened this agenda and have given greater precision to the tools that have been developed. The undergraduate/postgraduate degree structure has been modified into a three-cycle system, which now includes the concept of qualifications frameworks, with an emphasis on learning outcomes. The concept of social dimension of higher education has been introduced and recognition of qualifications is now clearly perceived as central to the European higher education policies.

 European Qualifications Framework

The European Qualifications Framework (EQF) acts as a translation device to make national qualifications more readable across Europe, promoting workers' and learners' mobility between countries and facilitating their lifelong learning.

The EQF aims to relate different countries' national qualifications systems to a common European reference framework. Individuals and employers will be able to use the EQF to better understand and compare the qualifications levels of different countries and different education and training systems.

Agreed upon by the European institutions in 2008, the EQF is being put in practice across Europe. It encourages countries to relate their national qualifications systems to the EQF so that all new qualifications issued from 2012 carry a reference to an appropriate EQF level. An EQF national coordination point has been designated for this purpose in each country.

EUR-ACE®: the European quality label for engineering degree programmes at Bachelor and Master level which fulfill the outcome standards specified in the EUR-ACE Framework Standards.

The EUR-ACE® labels distinguish between First-Cycle (Bachelor) and Second-Cycle (Master) Degrees, in accord with the definitions given in the European Qualification Frameworks (EQF-LLL and QF-EHEA).

ENAEE has published the EUR-ACE Framework Standards and authorizes national agencies to award the EUR-ACE® label based on these standards. As stated in its Mission statement, the main purpose of ENAEE, the “European Network for Accreditation of Engineering Education”, founded in 2006, is

  • to promote and run EUR-ACE, the European accreditation of engineering education,
  • to award a common “quality label” to programmes accredited by national agencies authorized by ENAEE to participate in the system.

The EUR-ACE® label is awarded to engineering degree programmes accredited by an authorized “Agency” or analogous national accrediting body ( Agencies are listed on ENAEE web-site). Each agency awards the EUR-ACE® label together with the national accrediation while taking account differing national legislation.

The EUR-ACE Framework standards define programme outcomes for engineering degree programmes. These programme outcomes describe in general terms the capabilities required of graduates from accredited First Cycle (Bachelor) and Second Cycle (Master) engineering programmes as an entry route to the profession. Consequently, they will have to be interpreted by users to reflect the specific demands of different branches, cycles and profiles.

EUR-ACE® labels:

  • respect the great diversity of engineering education within the European Higher Education Area,
  • create a system of accredited engineering programmes that share common objectives and outlooks,
  • facilitate trans-national recognition of academic and professional qualifications.
